MINUTES – June 19, 2003

IOLTA ADVISORY COMMITTEE MEETING
STATE BAR CENTER – CHARLESTON
The meeting of the Bar Foundation’s IOLTA Advisory Committee was called to order by Chairperson Elliot Hicks on June 19, 2003 at the State Bar Center in Charleston.
Members of the Committee in attendance were Adrienne Worthy and Dan Hedges. State Bar Executive Secretary Kathy Henning was also in attendance.
The first item on the Agenda was a review of the Minutes of the last Committee Meeting which had been held on April 24, 2003. There were no additions or corrections to be made to the Minutes as presented.
The next item for discussion related to federal government funding. It was stated that supplemental funding was received for this year and it is hoped that the same amount will be received for the next fiscal year.
Ms. Worthy gave a report on the activities of Legal Aid of West Virginia. She said that the program continues to be working and that there are been no layoffs anticipated. She stated that the fund raising campaigns would start up again after summer is over.
In the absence of all special grantees, there were no reports to be given at the meeting.
The Committee members then spent an extensive amount of time discussing the financial report for the IOLTA Program. Documents were distributed showing that the amount of $164,135 was available for expenditure as of June 18, 2003. Comments were made that $55,000 had been set aside in a Rainy Day Fund. It was also agreed that the annual Management Fee of $55,000 be set aside and that it be paid at the end of the fiscal year in June. After more comments were made, a motion was duly made, seconded and passed to distribute the amount of $109,135 to the Legal Services Programs and the Special Grantees in accordance with the Supreme Court Order.
Under the topic of Other Business, there was no other business to be discussed at this time.
Chairperson Hicks then announced that the next meeting of the Committee would be on September 18, 2003 at 11:00 a.m. at the State Bar Center in Charleston.
There being no further business to transact, the meeting was adjourned.
