<p> BRAZIL HIGH SCHOOL STUDENTS-<br />
          In August, five high school students and two chaperones from Espirito Santo, Brazil, spent several days in WV as participants in a 40 year partnership between WV and their state. They heard a presentation from Public Information Officer Jennifer Bundy in the Supreme Court, toured the Capitol and other locations, met with First Lady Gayle Manchin at the Governor’s Mansion and attended classes at Sissonville High School in Kanawha County. WV lawyers, judges, WVU Law School faculty and law students (supported by WV Bar Foundation grants) have participated in the past in exchange programs with Espirito Santo officials, which are sponsored by the International Partners of the Americas program.<br />
MEMBERSHIP-<br />
          The annual WV Bar Foundation membership dues notices for the 2010-11 fiscal year were sent by email to more than 4,400 active practicing lawyers in the state at the very end of July. Annual dues are $50 and Lifetime dues are $500. A tax exempt entity, the Bar Foundation uses membership dues, donations and payments to continue its beneficial work on behalf of the legal profession.           In August, the National Conference of Bar Foundations held its Annual Meeting as part of the American Bar Assiciation&#8217;s annual event. NCBF is composed of volunteer leaders and executive staff members from the more than 200 city, county, statewide and specialty bar foundations in all parts of the the nation. The WV Bar Foundation has been an active member of NCBF for the past 22 years and has participated in its education seminars, networking opportunities and variety of activities. During the recent meeting, WV Bar Foundation Executive Director Tom Tinder was elected to serve as the group&#8217;s President for the upcoming year.</p>

<p>ANNUAL ABA FOUNDATION FELLOWS LUNCHEON-<br />
          The Annual Luncheon Meeting of the American Bar Association Foundation Fellows         was held on August 13 at the Greenbrier Hotel. For the past several years, the event has been held during the Annual Meeting of the WV Bar Association. Almost all ABA Foundation Fellows are also WV Bar Foundation Fellows since the criteria for membership is very similar for both entities. The luncheon was sponsored by Bowles, Rice, McDavid, Graff and Love, LLP, Jackson Kelly, PLLC, Spilman, Thomas and Battle, PLLC and Steptoe and Johnson, PLLC.           A WV Bar Foundation grantee, ChildLaw Services, Inc., in partnership with the WV Children&#8217;s Justice Taskforce, is hosting a one-day Children&#8217;s Law Symposium on September 9 at Mountain State University in Beckley.  A renowned children&#8217;s attorney/speaker/author, Ann Haralambie, will do this training.  In addition, Family Court Judge Mary Ellen Griffith will be offering a 1 hour Ethics for GALs workshop. The cost is $60 (including lunch) and is recommended for attorneys and social workers. <div>BAR FOUUNDATION BUILDINGS-</div>
<div>          At the direction of the WV Supreme Court, the Bar Foundation, the State Bar and the Lawyer Disciplinary Board/Office of Lawyer Disciplinary Counsel presented proposals regarding office space and buildings to the Court on July 1. The options included moving the LDB/ODC offices from their current location at 2008 Kanawha Blvd., East in Charleston, upgrading and remaining in that building, selling the building or gifting the facility at 2006 Kanawha Blvd., East, or placing a new facility at that location. The Court has informed the LDB/ODC that it will move into joint office space in the Charleston area with the Board of Law Examiners and the Judicial Investigation Commission. In addition, the Bar Foundation and the State Bar are planning to have negotiation sessions on building plans for the future.</div>

The NCBF event was the largest ever for the organization which consists of bar foundations in all 50 states, as well as many city, county and specialty entities. ANNUAL REPORT<br />
JULY 1, 2009-JUNE 30, 2010</p>
<p>During the 2009-10 fiscal year, the West Virginia Bar Foundation’s Board of Directors spent extensive amounts of volunteer time and effort to guide the organization towards its goals of improving the administration of justice and the provision of legal services to West Virginia’s citizens.  The Board, which consists of a diverse group of fifteen lawyers from all parts of the state and all types of law practice, concentrated on the following matters:</p>
<p> </p>
<ul>
<li>Elected new members of the policy making Board of Directors and selected qualified Officers.</li>
<li>Held the first meeting of the complete Board of Directors with the WV Supreme Court of Appeals Justices to provide facts and materials regarding the mission of the organization.</li>
<li>Continued its commitment to providing grants to worthwhile entities with an increase in the total funding to almost $75,000 in just the past five fiscal years.</li>
<li>Received and approved the Independent Auditors’ Report for the 2008-09 fiscal year.</li>
<li>Increased the total IOLTA grants since the program’s inception in 1990 to almost $13.8 million. It may have been the most successful year in IOLTA history since WV was perhaps the only state that registered an increase in IOLTA revenue during this difficult economic period.</li>
<li>Held quarterly Board of Directors meetings and received reports and recommendations from the IOLTA Advisory Committee which also convened quarterly meetings.</li>
<li>Continued the tradition of selecting extraordinary judges and lawyers as Bar Foundation Fellows. Less than 275 of the approximately 5,000 members of the judiciary and lawyers in the state have received this prestigious honor.</li>
<li>Continued to serve as the landlord for the two Bar Foundation facilities housing the Lawyer Disciplinary Board/Office of Lawyer Disciplinary Counsel and the WV State Bar.</li>
<li>Improved the bi-monthly membership communications email message, the Bar Foundation Brief, to keep members up to date on the activities and the programs of the organization.</li>
<li>Made enhancements to the ever changing Bar Foundation website&#8212;-www.wvbarfoundation.org&#8212;-with a significant amount of new information and photographs regarding the group’s services and activities.</li>
<li>Made presentations regarding the Bar Foundation and the IOLTA program to more than 250 new lawyers as they were admitted to practice law before the WV Supreme Court.</li>

<p>ALLIANCE FOR CHILDREN HANDBOOK-<br />
          Recently, the WV Alliance for Children issued its Guardian Ad-Litem Handbook for Foster Parents with the financial support from several entities, including a grant from the WV Bar Foundation. This beneficial publication will be distributed to organizations which train foster care parents, to all Circuit Court Judges for their use as a resource with local attorneys and placed on websites of groups involved in foster care for WV&#8217;s children. The Alliance&#8217;s Executive Director, Scott Boileau, reports that the National Family-Based Foster Treatment Association wishes to utilize the handbook, so &#8220;Your dollars may extend further than our state border.&#8221; Three Bar Foundation Fellows served on the Handbook Review Committee-Family Court Judge Mary Ellen Griffith (Mercer County) Jane Moran (Mingo County) and Catherine Munster (Harrison County).</p>
<p>2009-10 ANNUAL REPORT-<br />
          The Annual Report for the Bar Foundation&#8217;s most recent fiscal year of July 1, 2009 through June 30, 2010 has been released. It includes the highlights of another successful year in working to improve the administration of justice and the provision of legal services to the State&#8217;s citizens. The achievements include increasing the total IOLTA grants to more than $13.8 million from 1990 to July 1, providing almost $75,000 in Bar Foundation grants in just the past five years,holding the first ever meeting with the WV Supreme Court of Appeals Justices and operation management in a fiscally prudent manner by the fifteen member Board of Directors. <p>2010-11 BAR FOUNDATION BUDGET-<br />
          The Bar Foundation&#8217;s Board of Directors, a diverse group of fifteen lawyers from all parts of the state and all types of law practice, continued its fiscally responsible actions by concluding the 2009-10 fiscal year in a slight positive position, even during these difficult economic times. For the current 2010-2011 fiscal year, the Board made numerous reductions in management and operations with the action by the Supreme Court to transfer IOLTA program administration to the State Bar, effective July 1, 2010, and the ongoing negotiations regarding the two Bar Foundation buildings in Charleston. Nevertheless, the budget is balanced and the necessary plans have been made for continuing activities in the upcoming months.</p>

<p>IOLTA GRANTS-<br />
     The Bar Foundation presented its final round of grants to the seven legal services organizations listed in the WV Supreme Court Order at the end of June. More than $100,000 was distributed to bring the total IOLTA grants distributed since the program&#8217;s inception in 1990 to almost $13.8 million. In fact, the most recent year may be the most successful in IOLTA history since WV was one of a very small number of states, or perhaps the only state, that registered an increase in IOLTA revenue during this most difficult economic time. The implementation of the IOLTA Comparability Rule, by Order of the Supreme Court, was a major factor in this achievement. The administration of the IOLTA program was transferred to the State Bar, effective July 1, 2010.</p>
<p>BAR FOUNDATION MEETINGS-<br />
          The Bar Foundation Board of Directors, a diverse group of a member of the judiciary and fourteen lawyers from all parts of the state and all types of law practice, has been involved in several meetings and a multitude of electronic communications in the past month. As the policy making body, the Board has adopted financial and budgetary matters, administered the transfer of the IOLTA program to the State Bar, made governance decisions regarding the two buildings it owns-the State Bar Center and the Lawyer Disciplinary Board facilities- and interacted on numerous occasions with the Supreme Court, the Lawyer Disciplinary Board/Office of Lawyer Disciplinary Counsel and the State Bar. They are to be commended for their volunteer time and service on behalf of the Bar Foundation.</p>
<p>BAR FOUNDATION LEADERSHIP-<br />
          After serving either one term of three years or two terms of six years, five outstanding lawyers completed their commitment of energy and effort as members of the Board of Directors last month. They gave their leadership as the Bar Foundation made substantial progress in achieving its goals and objectives as the philanthropic entity for the legal profession and the justice system here in West Virginia. Their responsibilities grew as important decisions were made regarding the organization&#8217;s future direction. Congratulations for a job well done to:<br />

     Effective July 1, 2010, the administration of the Interest on Lawyer Trust Accounts program was transferred from the WV Bar Foundation to the WV State Bar. The state becomes the third state, after California and North Carolina, to have a statewide bar association operate the IOLTA program. The transfer was contained in an Order of the WV Supreme Court of Appeals. During the Bar Foundation&#8217;s administration of the program since its inception by a Supreme Court Order in 1990, the program generated more than $13.5 million for the provision of civil legal services for low income citizens in West Virginia. The IOLTA Advisory Committee, a diverse group of providers, citizens and lawyers, will continue to serve as the supervisory entity for the successful endeavor to improve the administration of justice.</p>
<p>NEW BAR FOUNDATION LEADERS-<br />
     During the Bar Foundation&#8217;s Board of Directors meeting and the Annual Meeting in June, new leaders were selected as the policy makers for the organization. Serving as the Officers for the 2010-11 fiscal year are President Tracey A. Rohrbaugh (Martinsburg), Vice President J. Franklin Long (Bluefield) and Secretary/Treasurer Steven K. Nord (Huntington). Elected to three year terms as Board members were Judge John P. Bailey (Wheeling), Barbara H. Allen (Charleston), Thomas V. Flaherty (Charleston), Ancil G. Ramey (Charleston) and Steven F. White (Charleston).  </p>
<p>BAR FOUNDATION BUILDINGS-<br />
     For the past several months, the Bar Foundation has been engaged in negotiations with the Lawyer Disciplinary Board/Office of Disciplinary Counsel and the State Bar regarding the leases and continued utilization of the two buildings owned by the Bar Foundation at 2006 and 2008 Kanawha Blvd., East, in Charleston. They were purchased in 1989 and 2001, respectively. The discussions included meetings with the Supreme Court Justices in January and again in June. The three groups made proposals to the Court on July 1. The Bar Foundation&#8217;s Board has stated its intention to act in the best interests of the organization, which was confirmed by a formal legal opinion that it received.</p>

<p>STATE OF WEST VIRGINIA</p>
<p>At a Regular Term of the Supreme Court of Appeals continued and held at Charleston, Kanawha County, on the 17th day of May 2010, the following order was made and entered:</p>
<p>　</p>
<p><strong>IN RE:</strong></p>
<p><strong>Request for Public Comment on Proposed Amendments to the Rules of Professional Conduct, Rule 1.15.</strong>, <strong>Safekeeping property.</strong></p>
<p>On this day came the Court, pursuant to the inherent rule-making power declared by W.Va. Code §51-1-4a, on its own motion, and proceeded to consider proposed amendments to Rule 1.15 of the Rules of Professional Conduct. Pursuant to the provisions of W.Va. Code §51-1-4a., setting forth The West Virginia State Bar as an administrative agency of the Supreme Court of Appeals of West Virginia, as a part of the judicial department of the state government, the Court, upon careful deliberation, is of the opinion that the proposed amendments should be placed for public comment, with any public comments to be filed in writing with the Clerk of the Court by June 21, 2010.</p>
<p>The text of the amended rule would read as follows with deletions indicated by strikethrough and insertions indicated by underscoring:</p>
<p><strong>&#8220;RULE 1.15. SAFEKEEPING PROPERTY.</strong></p>
<p>(a) A lawyer shall hold property of clients or third persons that is in a lawyer&#8217;s possession in connection with a representation separate from the lawyer&#8217;s own property. Funds shall be kept in a separate account designated as a &#8220;client&#8217;s trust account&#8221; in an institution whose accounts are federally insured and maintained in the state where the lawyer&#8217;s office is situated, or in a separate account elsewhere with the consent of the client or third person. Other property shall be identified as such and appropriately safeguarded. Complete records of such account funds and other property shall be kept by the lawyer and shall be preserved for a period of five years after termination of the representation.</p>
<p>(b) Upon receiving funds or other property in which a client or third person has an interest, a lawyer shall promptly notify the client or third person. Except as stated in this rule or otherwise permitted by law or by agreement with the client, a lawyer shall promptly deliver to the client or third person any funds or other property that the client or third person is entitled to receive and, upon request by the client or third person, shall promptly render a full accounting regarding such property.</p>
<p>(c) When in the course of representation a lawyer is in possession of property in which both the lawyer and another person claim interests, the property shall be kept separate by the lawyer until there is an accounting and severance of their interests. If a dispute arises concerning their respective interests, the portion in dispute shall be kept separate by the lawyer until the dispute is resolved.</p>
<p>(d) IOLTA (Interest on Lawyers Trust Accounts). A lawyer who receives client funds that are nominal in amount or are expected to be held for a brief period shall establish and maintain a pooled, interest or dividend-bearing, account for the deposit of such funds, at an eligible financial institution which carries federal deposit insurance, in compliance with the following provisions: (1) The account shall include only such client funds that are nominal in amount or are expected to be held for a brief period of time, such that the funds cannot earn income for the client in excess of the costs of securing that income. In determining whether a client&#8217;s funds can earn income in excess of costs, the lawyer or law firm shall consider the following factors: (i) The amount of the funds to be deposited;</p>
<p>(ii) The expected duration of the deposit, including the likelihood of delay in the matter for which the funds are held;</p>
<p>(iii) The rates of interest or yield at financial institutions where the funds are to be deposited;</p>
<p>(iv) The cost of establishing and administering non-IOLTA accounts for the client&#8217;s benefit, including service charges, the costs of the lawyer&#8217;s services, and the costs of preparing any tax reports required for income accruing to the client&#8217;s benefit;</p>
<p>(v) The capability of financial institutions, lawyers or law firms to calculate and pay income to individual clients;</p>
<p>(vi) Any other circumstances that affect the ability of the client&#8217;s funds to earn a net return for the client.</p>
<p>(2) The lawyer shall review the account at reasonable intervals to determine whether circumstances warrant further action with respect to the funds of any client.</p>
<p>(3) Lawyers may only establish and maintain an IOLTA Trust Account at an eligible financial institution. To qualify as eligible, the financial institution must:</p>
<p>(i) be certified by the West Virginia <span style="text-decoration: underline;">State</span> Bar <span style="text-decoration: line-through;">Foundation </span>to be in compliance with this Rule; and</p>
<p>(ii) be a federally-insured and state or federally-regulated financial institution authorized by federal or state law to do business in West Virginia, or an open-end investment company registered with the federal Securities and Exchange Commission and authorized by federal or state law to do business in West Virginia.</p>
<p>(4) Participation by banks, savings and loan associations, and investment companies in the IOLTA program is voluntary. An eligible financial institution that elects to offer and maintain IOLTA accounts shall meet the following requirements:</p>
<p>(i) The eligible financial institution shall pay no less on its IOLTA accounts than the highest interest rate or dividend generally available from the institution to its non-IOLTA customers when the IOLTA account meets or exceeds the same minimum balance or other eligibility qualifications on its non-IOLTA accounts. Interest and dividends shall be calculated in accordance with the eligible institution&#8217;s standard practices for non-IOLTA customers. In determining the highest interest rate or dividend generally available from the institution to its non-IOLTA customers, an eligible institution may consider, in addition to the balance in the IOLTA account, factors customarily considered by the institution when setting interest rates or dividends for its non-IOLTA customers, provided that such factors do not discriminate between IOLTA accounts and non-IOLTA accounts and that these factors do not include the fact that the account is an IOLTA account. Nothing in this rule shall preclude an eligible institution from paying a higher interest rate or dividend than described above or electing to waive any fees and service charges on an IOLTA account.</p>
<p>(ii) An eligible institution may choose to pay the highest interest or dividend rate in (d)(4)(i), less allowable reasonable fees as set forth in (d)(4)(iv), if any, on an IOLTA account in lieu of establishing it as a higher rate product.</p>
<p>(iii) The IOLTA Trust Account shall be an interest or dividend-bearing account. Interest- or dividend-bearing account means: (a) an interest-bearing checking account; (b) a checking account paying preferred interest rates, such as money market or indexed rates; (c) a government interest-bearing checking account such as accounts used for municipal deposits; (d) a business checking account with an automated investment sweep feature which is a daily (overnight) financial institution repurchase agreement or an open-end money market fund; or (e) any other suitable interest or dividend-bearing account offered by the institution to its non-IOLTA customers. A daily financial institution repurchase agreement must be fully collateralized by or invested in Securities and may be established only with an eligible institution that is well-capitalized or adequately capitalized as those terms are defined by applicable federal statutes and regulations. An open-end money-market fund must be invested in U.S. Government Securities or repurchase agreements fully collateralized by or invested in U.S. Government Securities and must hold itself out as a money-market fund as that term is defined by federal statutes and regulations under the Investment Company Act of 1940, and, at the time of the investment, must have total assets of at least $250,000,000. United States Government Securities are defined to include debt securities of Government Sponsored Enterprises, such as, but not limited to, debt securities of, or backed by, the Federal National Mortgage Association, the Government National Mortgage Association, and the Federal Home Loan Mortgage Corporation.</p>
<p>(iv) Allowable reasonable fees are the only fees and service charges that may be deducted by an eligible institution from interest or dividends earned on an IOLTA account. Allowable reasonable fees are defined as per check charges, per deposit charges, a fee in lieu of minimum balances, sweep fees, FDIC insurance fees, and a reasonable IOLTA account administrative fee. Allowable reasonable fees may be deducted from interest or dividends on an IOLTA account only at the rates and in accordance with the customary practices of the eligible institution for non-IOLTA customers. No fees or service charges other than allowable reasonable fees may be assessed against the accrued interest or dividends on an IOLTA account. No fees or service charges shall be collected from the principal balance deposited in an IOLTA account. Any fees and service charges other than allowable reasonable fees shall be the sole responsibility of, and may only be charged to, the lawyer or law firm maintaining the IOLTA account, including bank overdraft fees and fees for check returns for insufficient funds. Fees and service charges in excess of the interest or dividends earned on one IOLTA account for any period shall not be taken from interest or dividends earned on any other IOLTA account or accounts or from the principal of any IOLTA account.</p>
<p>(v) As an alternative to the rates required under (d)(4)(i), an eligible institution may choose to pay on IOLTA accounts an amount equal to 65% of the Federal Funds Target Rate as reported in the Wall Street Journal on the first calendar day of the month. The amount is net of all allowable reasonable fees under (d)(4)(iv). This initial benchmark rate of 65% of the Federal Funds Target Rate may be adjusted once a year by the <span style="text-decoration: underline;">West Virginia State Bar</span>, <span style="text-decoration: line-through;">Foundation</span> upon 90 days&#8217; written notice to financial institutions participating in the IOLTA program at which time financial institutions may elect to pay the new benchmark amount or may choose among the other options at (d)(4)(i).</p>
<p>(5) The lawyer shall direct the depository institution:</p>
<p>(i) To remit interest or dividends, on at least a quarterly basis, net of allowable reasonable service charges or fees, if any, to the West Virginia <span style="text-decoration: underline;">State</span> Bar <span style="text-decoration: line-through;">Foundation, Inc</span>; and</p>
<p>(ii) To transmit with each remittance to the West Virginia <span style="text-decoration: underline;">State</span> Bar <span style="text-decoration: line-through;">Foundation, Inc.</span>, a statement in any form and through any manner of transmission approved by the <span style="text-decoration: line-through;">Foundation</span> <span style="text-decoration: underline;">State Bar</span> showing the name of the lawyer or law firm on whose account the remittance is sent and the amount of the remittance attributable to each, the account number for each account, the rate and type of interest or dividend, the amount and type of allowable reasonable service charges or fees, and the average account balance for the reporting period; and</p>
<p>(iii) To transmit to the depositing lawyer or law firm a report in accordance with the institution&#8217;s normal procedures for reporting to depositors.</p>
<p>(6) An attorney or the law firm with which the attorney is associated may be exempt from the requirements of this Rule if:</p>
<p>(i) the nature of the attorney&#8217;s or law firm&#8217;s practice is such that the attorney or law firm never receives client funds that would require a Trust Account;</p>
<p>(ii) the attorney is a full-time judge, government attorney, military attorney, or inactive attorney; or</p>
<p>(iii) The West Virginia <span style="text-decoration: underline;">State</span> Bar<span style="text-decoration: line-through;"> Foundation</span>&#8217;s Board of <span style="text-decoration: line-through;">Directors</span> <span style="text-decoration: underline;">Governors</span>, having received a petition requesting an exemption, may exempt the attorney or law firm from participation in the program for a period of no more than 2 years when service charges on the attorney&#8217;s or law firm&#8217;s Trust Account equal or exceed any interest generated or when compliance with this Rule would create an undue hardship on the lawyer and would be extremely impractical.</p>
<p>(e) A lawyer may not be charged with any breach of the Rules of Professional Conduct or other ethical violation with regard to either the good faith determination of whether client funds are nominal in amount or are expected to be held for a brief period or the failure to establish and maintain a pooled, interest or dividend-bearing, federally-insured depository account for the deposit of such funds in accordance with Rule 1.15(d).</p>
<p>(f) All interest transmitted to the West Virginia <span style="text-decoration: underline;">State</span> Bar <span style="text-decoration: line-through;">Foundation, Inc.</span>, shall be distributed by that entity as follows: (1) an annual fee not to exceed <span style="text-decoration: line-through;">fifty</span> <span style="text-decoration: underline;">thirty</span> thousand dollars shall be retained by the West Virginia <span style="text-decoration: underline;">State</span> Bar <span style="text-decoration: line-through;">Foundation, Inc.</span>, for administration of the fund, with a detailed annual accounting of services performed in consideration for such fee to be filed for public inspection with the Supreme Court of Appeals; (2) special grants not to exceed fifteen percent of the fund&#8217;s annual receipts to WV CASA Network, coordinating agency for court-appointed special advocate programs, in the amount of 43.5 percent of special grant funds available; to the West Virginia Fund for Law in the Public Interest, Inc., in the amount of 19.3 percent of special grant funds available; to the Appalachian Center for Law and Public Service, in the amount of 7.72 percent of special grant funds available; to the Elder Law Program of the North Central West Virginia Legal Aid Society, Inc., in the amount of 24.125 percent of special grant funds available; and to ChildLaw Services of Mercer County 5.355 percent of special grant funds available; and (3)　Seventy-five percent (75%) of the remaining funds to Legal Aid of West Virginia and twenty-five percent (25%) of the remaining funds to Mountain State Justice or such other method of distribution as may hereinafter be adopted by order of the Supreme Court of Appeals. Any funds distributed by the West Virginia <span style="text-decoration: underline;">State</span> Bar <span style="text-decoration: line-through;">Foundation, Inc.</span>, pursuant to this subdivision shall not be used by the recipient organization to support any lobbying activities.&#8221;</p>

GRANT OPPORTUNITY-</div>
<div class="mceTemp">          Our WV Bar Foundation has been informed by the WV Grantmakers Association of the availability of funding from a Federal Court settlement in the Northern Panhandle for  the benefit of children and families in West Virginia. Approximately $150,000 will be distributed through challenge grants to collaborations of grantmaking entities.  These grants will support community based projects or projects that focus on a particular issue and cross geographic boundaries. Preference will be given to projects that ultimately benefit children and youth from our state’s rural communities. Grant awards are expected to range from $30,000 to $50,000, with each grant requiring at least a 1:1 match.<br />
          The lead applicant must be a member of the WV Grantmakers Association&#8212;&#8211;our Bar Foundation is a member as are many other foundations and non-profit organizations in West Virginia. However, partners may include member and non-member grantmakers, individual philanthropists, corporate donors and others. 			<content:encoded><![CDATA[<p>          The West Virginia Bar Foundation is the philanthropic organization for our state&#8217;s legal profession and justice system. Its mission is to improve the administration of justice and the provision of legal services for our citizens.<br />
          Beginning in 2004, the Bar Foundation&#8217;s Board of Directors&#8212;a diverse group of fifteen lawyers from all parts of the state and all types of law practice which sets the policies for the organization&#8212;began to award grants to worthwhile charitable groups that met the mission&#8217;s goals and objectives. Since that time, almost $100,000 in grants has been made in 23 awards to entities. Even more impressive is that more than $85,000 of that amount has been distributed in just the past three years.<br />
          The Bar Foundation welcomes grant applications from any eligible entity. The application is easy to understand and complete. It is located on this website&#8212;wvbarfoundation.org&#8212;under Grants on the toolbar. The Grants Committee and the Board review applications and make decisions on a quarterly basis.<br />
